Tom Flynn

Tom Flynn is a Partner at Whiteshield with in-depth experience in economic public policy, public sector transformation, human capital development, labour policies, investment policy and private sector development.

In recent years he has directed major policy transformation initiatives that resulted in implemented employment policies and measurable effects on job markets. He has overseen sophisticated human capital and labour modelling projects designed to evaluate policy impacts and organisational change within leading public institutions.

He has consulted with numerous governments on institutional reforms, legal frameworks, regulations and policies aimed at improving investment attraction and job creation. His published research covers entrepreneurship support and youth employment, including central bank financing mechanisms for startups. He specialises in econometric modelling and policy impact evaluation, and leads econometric training programmes at Whiteshield. Prior to Whiteshield he served with the OECD, providing economic reform guidance to governments including Jordan and Iraq.
